NAF Human Resources

The 35th Force Support Squadron is currently one of the largest employers on Misawa AB, offering a variety of non-appropriated fund (NAF) positions ranging from administrative, food services, recreational, lodging, and child development.

NAF employment is considered federal employment. It is, however, different from federal civil service employment because the monies used to pay the salaries of NAF employees comes from a different source. Civil service positions are paid for by money appropriated by Congress. NAF money, on the other hand, is self-generated by Air Force clubs, bowling centers, golf courses, and other activities that use NAF employees.

Civilian Personnel- US Programs

The Civilian Personnel Section (CPS) is the administrative office that assists those who have been selected for an APF post for the Department of the Air Force, both GS & WG, at Misawa Air Base. Civil Service positions within the federal government are classified by occupational series, grade or pay level, and pay plan. Pay plans identify the pay system under which the position is covered. Many white-collar employees are paid under the General Schedule (GS).

Civilian Personnel- JN Programs

The Civilian Personnel Office provides support to Japanese nationals looking to enhance their career by working alongside U.S. Military members and the base community. JNs provide various support services including clerical, engineering and sales work. The U.S. Forces Japan (USFJ) is looking for work-ready employees who have extensive knowledge and experience in these fields. Our mission is to achieve the most effective and efficient recruitment process as well as fairness and equality for Misawa Air Base MLC / IHA positions.

Employment System and Job Titles
The government of Japan and the United States have concluded three labor furnishing contracts regarding the employment of USFJ employees:

  • The Master Labor Contract (MLC)
  • The Mariners Contract (MC)
  • The Indirect Hire Agreement (IHA)

The employees of Misawa Air Base work under MLC and IHA.

The MLC and the IHA differ in terms of workplace, however, they do not greatly differ in income, working hours or leave. JN employees are required to have adequate skills in English comprehension.
