The Civilian Personnel Flight at Holloman Air Force Base (HAFB) New Mexico houses the Civilian Personnel Office (CPO) as well as the Non-Appropriated Fund (NAF) Human Resource Office (HRO) providing key services to all civilians at Holloman Air Force Base. Services include: recruitment and placement, employee and labor management relations.
NAF Human Resources
Non-appropriated Fund (NAF) is considered federal employment, and here at Holloman AFB we are employed by the United States Air Force. However, NAF employees are paid from the revenue generated by their installationʼs activities instead of being appropriated by Congress. Civilian Personnel
The Civilian Personnel Office administers civilian personnel programs for employees and designated mission partners assigned to Holloman Air Force Base. The function of each administrative team within the CPO is described below:
Staffing

Specialists coordinate with the Air Force Personnel Center (AFPC) regarding the filling of positions and processing personnel actions. AFPC determines qualification requirements and recruits candidates for vacant positions. Specialists also work various incentive packages, coordinate position reviews, work pre-reduction-in-force (RIF) placements in order to minimize a RIF and various other tasks in relation to civilian staffing.
Employee/Labor Management Relations (EMR/LMR)

This section is responsible for employee-management relations and labor-management relations issues. The EMR function administers the leave, awards, performance management, alternative work schedules, and reasonable accommodation programs. The EMR function also provides advice and assistance to management and employees on discipline and adverse actions, and assists management in handling grievance or appeal actions. The LMR function of this section administers collective bargaining agreements with local labor unions with the goal of maintaining effective, amicable relationships between the union and management officials.
