THE USAFA Unite Program is a unit resiliency program open to active duty, reservists, and APF/NAF civilians. The program will conduct on and off-base events, while adhering to all state, county, and base level COVID-19 safety guidelines and requirements.

History of Unite

In August 2016, Air Force Chief of Staff (CSAF) General David Goldfein, released his letter to Airmen titled, “The Beating Heart of the Air Force…Squadrons!”

In turn, AFSVA was asked to establish an activity rich program that would equip empowered Squadron/Unit commanders with options to facilitate unit cohesion. Unite provides commanders with funding to initiate programs that will benefit all Airmen in their unit. This includes assigned Active Duty and APF/NAF Civilians.

Unite Program Basics

1. Eligibility

Unite events must be inclusive to all Airmen in an organization. This includes Active Duty, Reserve, and APF and NAF civilians. Participants may not be divided based on rank, pay, grade, age, race, gender or religion.

​Each unit is required to establish and appoint Unite POCs: Primary (Full-time Staff) and Alternate (Reservist).

NOTE: Family members are welcome to participate, but they must pay any associated fees.

2. Funding

The installation C3 can confirm your allocations and will make payments on your behalf.

​RECREATION FUNDS (APF)
May be used on equipment rentals, program supplies and decorations, but cannot exceed 5% of event cost.

​FOOD & BEVERAGE FUNDS (NAF)
Must be used in conjunction with a Unite event. NO ALCOHOL.

3. Funding Guidelines

  • Unite is NOT a food & beverage program.

  • Events must be recreational and cohesive to utilize funding.

  • Unite funds CANNOT be combined with other NAFs or APFs.

  • Funds from non-Federal entities, such as Booster Clubs, may be used.

  • Units can receive up to $13.50 per person for Recreation Funds (APF) and $5.00 per person for Food & Beverage Funds (NAF).

Unauthorized Uses of Unite Funds

Unauthorized Purchases

  • Alcohol

  • Gambling

  • Lodging or transportation

  • Equipment (rentals allowed)

  • Prizes, giveaways or promo items

  • Porta-Johns, trash services, damages or cleaning fees

Unauthorized Events

  • Holiday parties

  • End of year events

  • Balls or banquets

  • Dining in/Dining outs

  • Squadron trainings or meetings

  • Base wide special events

  • Movies, concerts, mystery theater, or amusement parks

Facilitate Your Unit's Cohesion

Follow these steps to host your first Unite event!
  1. Contact your organization’s Unite POC.
  2. Event Proposal: Have your organization’s Unite POC complete the event proposal form and submit it to the 94th FSS Unite C3. Event approval may take up to 30 days.

  3. Have fun at your event!
  4. Submit after-action information: Have your organization’s Unite POC submit an after-action report.

Use this sample appointment letter as a template for appointing your primary and alternate Unite POC. Simply download…edit…save…and submit with your packet.

Fund Request

Unite POC…research, plan your event, and coordinate your event. Determine what resources you need and request authorized Recreation (APF) and Food & Beverage (NAF) funding. Remember to ask off-base establishments for a tax exemption.

Obtaining an 889

Section 889(a)(1)(A) prohibits the Federal Government from procuring or obtaining, or extending or renewing a contract to procure or obtain “any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system,” on or after August 13, 2019, unless an exception applies or a waiver is granted.

​All entities that receive funds from the Federal Government must agree to this section in writing. Agreements can be found on www.sam.gov or directly from the entity. If the entity does not have a current 889, have the complete the form provided.
