Everything you do is a process – there is a starting point, an ending point, and steps in between. Because we are human every process has waste, whether that is money, time, people, space, or transportation. We often develop “work-arounds” to mitigate painful processes. Sometimes processes can be improved incrementally, but sometimes the problems are so significant the only solution is to completely rethink the process (innovation). Our job is to decide which path to take.

We apply those standards and apply other tools to arrive at how your organization is structured and resourced. How do I get the UMD for my unit?
Your CSS will typically have access to that document. Also, your commander and SEL have access. If you have a specific one-time need due to a task, please contact Manpower Flight for that requirement.
Why won't the Manpower Office give us enough people to do all the work?
Manpower deals with “spaces” not “faces”. We work with maintaining the requirements and authorizations on a unit’s Unit Manpower Document (UMD) and are responsible for things such as grades and AFSCs. Military and Civilian Personnel assign people against those authorizations.
Then why can't Manpower provide more authorizations?
Manpower standards drive the number of requirement, and funding drives how many of those requirements become authorizations. Please contact Manpower Flight if you have additional questions or concerns.
Your office applied a new manpower determinant to our organization which resulted in an increase of four requirements, but two of them were placed on the UMD as unfunded. Why didn't you fund all four positions?
The Manpower community does not own manpower resources. The functional community controls them. Manpower’s role is to help the functional managers at the local and headquarters levels manage those resources. Air Force end strength is the ultimate constraint on how many authorizations may be funded. To the degree that the aggregation of all requirements established by manpower determinants exceed end strength, those resources can only be placed on the UMD as unfunded requirements. The unfunded requirement documents the need and can be used to justify funding in the future.
Can you develop a variance for us because of the extra work we do for other offices?
If the work being done is included in the Process Oriented Description, or POD, that is part of the other work center’s manpower determinant, then only the owning work center may receive credit for doing that work. If you are performing a workload that is present on another work center’s POD, that work is considered “assumed.” All assumed workload should be eliminated, if possible. If it the work is not included in another work center’s POD, nor is it in your POD, then it must be directed by higher headquarters in order to qualify for a variance. We will be happy to classify any workload you are performing in order to determine whether it qualifies for a variance.
