Family Child Care
Family Child Care (FCC) manages the care of children in affiliated on-base and off-base homes. The FCC program certifies applicants who wish to operate a home child care facility under base jurisdiction and provides ongoing support & resources to providers. Offutt’s Family Child Care Providers are well-trained professionals who provide quality child care for children from 2 weeks to 12 years of age. Care is available 24 hours a day. We aim to accommodate parents who work swing shifts, mid shifts, rotating shifts, alerts, extended TDYs, weekends, extended duty, or who have children requiring specialized care.

Expanded Child Care (ECC) Offerings Include:
The Family Child Care (FCC) Program offers Expanded Child Care (ECC) to assist families in obtaining free, high-quality child care from certified providers at or near Offutt Air Force Base. Child care is available for children from 2 weeks to 12 years of age. Expanded Child Care may not be used to support school attendance, off-duty employment, or any other child care needs not authorized. Care is dependent on the availability of space, funding, and providers. Each program has different eligibility requirements, and requires a completed & approved Air Force FCC ECC Request form. Air Force Aid Society Child Care for PCS (AFAS PCS)
Sponsored by the Air Force Aid Society, the AFAS PCS Program is designed to help relieve some of the stress felt by families in the process of a PCS move. AFAS PCS provides 20 hours of free child care per child at both the departing & inbound installations. Families may use this care 60 days before the family’s departure and 60 days upon arrival at the new installation.
Eligibility:
- Member of the Air Force
- Active Duty
- Active Duty Member retiring
- Completed Child Care for PCS Certificate obtained from the Airman & Family Readiness Center
- Copy of PCS orders
PCS Child Care for Army, Navy, and Marines assigned to Air Force led installation (PCSCC)
The PCSCC Program is designed to help relieve some of the stress felt by families in the process of a PCS move or transitioning from the military. Army, Navy, and Marines families assigned to, living on, or working on an Air Force led installation are eligible for 20 hours of child care per child at both the departing & inbound installations. Families may use this care 60 days before departure and 60 days upon arrival.
Eligibility:
- Member of the Military Service
- Active Duty
- Active Duty Member Retiring
- Copy of PCS orders or Transition Assistance Program Registration
- Completed AF FCC Expanded Child Care (ECC) Request
Home Community Care (HCC)
The HCC Program is designed to provide child care for members of the Guard & Reserves during their regularly scheduled (or properly rescheduled) drill periods. This care is for Training Periods & Unit Training Assemblies only. Other forms of inactive duty training do not qualify for HCC. Individuals on active duty orders do not qualify for HCC.
Eligibility:
- Member of the Military Service
- Reserve or Guard
- Assigned to an Air Force Guard or Reserve Unit/Installation
- No other adult in the household available to provide care
- AF Form 40As must be provided for re-scheduled drills
- Completed AF FCC Expanded Child Care (ECC) Request
Deployment/Remote Assignment Child Care Support
Deployment/Remote Assignment Child Care Support allows families child care support through deployment or remote assignment. Deployment Support may be used once the member has orders and ends 60 days upon return from the deployment. Remote Assignment Child Care may be used each month the member is on remote assignment.
Pre-deployment (PDCC):
16 hours of free child care per child up to 12 years
Deployment (DCC):
16 hours of free child care PER MONTH, per child up to 12 years
Returning Home Care (RHC)
16 hours of free child care per child up to 12 years
Eligibility:
- Member of the Military Service
- Active Duty or Reserve/Guard Member in Active Duty Status
- Assigned to or working on the installation
- Deployed in support of a contingency operation
- Deployed for a minimum of 30 calendar days or personnel who routinely deploy on a short-term basis
- Copy of deployment orders/PCS orders
- Completed AF FCC Expanded Child Care (ECC) Request
Exceptional Family Member Respite Care Program (EFMP RCP)
The EFMP RCP is designed to assist Air Force families with short-term, specialized child care to help reduce the stress associated with caring for an exceptional family member. It provides 40 hours of free, in-home child care per month for EFMP children up to age 18. Sibling care is available up to age 13. This care is provided in the family’s home.
Eligibility:
- Member of the Air Force
- Active Duty or Reserve/Guard member in activated status
- Verification family member has been identified as an Exceptional Family Member
- Airman must be Q-coded
- Completed AF FCC Expanded Child Care (ECC) Request
Emergency Medical Care (EMC)
The EMC Program provides free child care to assist families who are experiencing a medical situation with an immediate family member.
Eligibility:
- Member of the Military Service
- Active Duty or Reserve/Guard Member in activated status
- Assigned to or working on the installation
- No other adult in the household available to provide care
- Medical statement for immediate family member
- Completed AF FCC Expanded Child Care (ECC) Request
Wounded Warrior Care (WWC)
The WWC Program provides free child care to assist families when the Wounded Warrior has medical and/or military appointments.
Eligibility:
- Member of the Military Service with a Wounded Warrior Status
- Active Duty or Reserve/Guard Member in activated status
- Retiree
- No other adult in the household available to provide care
- Completed AF FCC Expanded Child Care (ECC) Request
Child Care Support For Fallen Warriors (BC)
The BC Program is designed to assist families with civilian & military appointments to deal with a fallen warrior.
Eligibility:
- Fallen Warrior was a Member of the Military Service
- Fallen Warrior was an Active Duty or Reserve/Guard Member in activated status
- No other adult in the household available to provide care
- Completed AF FCC Expanded Child Care (ECC) Request
Extended Duty Care (EDC)
The EDC Program is designed to assist families when weekly parental workloads, due to extended duty hours, exceed the normal operating hours of the facility where they are already purchasing full-time care.
Examples:
- Mission related duty
- Extended duty days
- Temporary shift change
- Rapid mobilization
- Dual military or single parent deployment until alternate child care is arranged
- Federal holidays
- Installation wide down days when AF Child & Youth Programs are closed & parents are required to work
- Mandatory PT
Eligibility:
- Member of the Military Service
- Active Duty, Reserve/Guard Member in activated status, or DoD Civilian
- Assigned to or working on the installation
- Must be scheduled to work – work must directly impact the mission
- No other adult in the household available to provide care
- Must be purchasing full-time care
- Completed AF FCC Expanded Child Care (ECC) Request
FCC 24/7 Child Care
The FCC 24/7 Child Care Program is designed to assist families when their normal work schedules are outside the normal operating hours of the facility where they are receiving child care. This program is specifically designed to support shift workers and any personnel who are required to work overnights, holidays, and weekends.
Eligibility:
- Member of the Military Service
- Active Duty, Reserve/Guard Member in activated status, or DoD Civilian
- Assigned to or working on the installation
- Must be scheduled to work – work must directly impact the mission
- No other adult in the household available to provide care
- Copy of schedule
- Completed AF FCC Expanded Child Care (ECC) Request
Military Spouse Appointment Child Care (MSAC)
Military Spouse Appointment Child Care is designed to provide child care for spouses to attend approved appointments related to key aspects of military life.
Eligibility:
- Member of the Military Service
- Active Duty or Reserve/Guard in activated status
- Sponsor must be at work, on directed crew rest, or must attend the appointment with the spouse
- No other adult in the household available to provide care
- Spouse must be attending an approved appointment
