Private Organizations/Unofficial Activities

If you are an unofficial activity, Booster Club, or Recognized Private Organization, you are required to submit a fundraising package for any activity where you are raising funds for your organization.

What is a Private Organization?

Private Organizations are self-sustaining special interest groups, set up by individuals acting exclusively outside the scope of any official capacity as members of the Air Force or Federal Government, to include civilians, contractors, Air Reserve and Air National Guard members. They operate on Air Force installations with the written consent of the Installation Commander.

They are not Nonappropriated Fund (NAF) instrumentalities, nor are they entitled to sovereign immunities and privileges enjoyed by NAF instrumentalities, Appropriated Funds (APF) or the Air Force.

What is an Unofficial Activity? Should I be a Private Organization?

Unofficial activities (e.g., coffee funds, water funds, sunshine funds) are not considered Private Organizations, unless current assets (cash, receivables, investments) exceed a monthly average of $1,000 over a three (3) – month period. On-hand inventory is not included in current asset calculations. Activities, which exceed the asset limit ($1,000), must become a recognized Private Organization, discontinue operations, or reduce its current assets below the $1,000 threshold.

Groups operating at Hurlburt Field should review this information to determine if formal registration in the Private Organization Program is necessary.

What is included in a Fundraising Package?

  • Fundraiser Request form (this is required for all events raising funds)
  • Flyer (if you will be using any kind of flyer it must come with your package)
  • Solicitation Letter (if you will be going off base to ask for donations i.e. prizes or supplies for your event it must come with your package)

What if I only want to solicit for donations?

Solicitation can only be done off-base in the community by registered Private Organizations. Unofficial Activities may not solicit gifts/donations.

What if I only want to do an In-Kind fundraiser such as Canned Food Drive, School Supply Drive, Angel Tree program etc.

You will need to fill out the following items:

  • In-Kind Collection Request Form
  • Flyer (if you will be using any kind of flyer it must come with your package)
  • Solicitation Letter (if you will be going off base to ask for donations i.e. prizes or supplies for your event it must come with your package)

Where do I turn in my package?

You can email it to 1SOFSS.NAF.AO.ORG@us.af.mil as we are only accepting digital submission packages.

Where can I rent tents, bleachers, etc. for my fundraiser or a squadron Function?
