Campus Dining System (CDS) is an expanded Dining Facility program under the Food 2.0 initiative that is managed by the Air Force Services Center which allows access to participating NAF operations. Active Duty Air Force Essential Station Messing (ESM) members present their CAC for validation in the participating FSS Food & Beverage (F&B) operations, once validated, ESM members are allowed up to $6 for Breakfast, $12 for Lunch and $12 for Dinner (noncumulative) per day in our NAF (FSS) Food & Beverage activities for those authorized ESM eligible items

DoDI 1338.10, Department of Defense Food Service Program (DFSP), states Enlisted Service Members are entitled to a ration for each day on active duty, except when they are entitled to a Basic Allowance for Subsistence (BAS) or per diem.

• A “ration” is the quantity of nutritionally adequate food required to subsist one person for one day (a ration equates to three meals per day).
• A military member receiving rations in lieu of BAS is considered assigned to Essential Station Messing (ESM).
• ESM customers are authorized three meals per day at the Dining Facility (DFAC). Dine-in and Carry-Out; a meal is considered a reasonable amount of food that can typically be consumed in one sitting/meal. Members may return to the serving line area for additional portions within the same meal period and transactions are rung-up within the Point-of-Sale (POS), but considered as only one of the three meals per day.

• Active Duty Air Force ESM members MUST present their CAC for validation in the participating NAF (FSS) F&B operations.
• ESM members are allowed the following meal amounts per day (noncumulative) in NAF (FSS) Food & Beverage activities (on authorized ESM eligible items only).

• Privileges are eligible 7 days per week.
• If meal costs exceed the above limits, ESM members will be responsible to pay the difference.
• The following menu items are not permitted under ESM privileges (not all inclusive):
  • Purchase alcoholic beverages, energy drinks or dietary supplements (protein shakes, Muscle Milk)
  • Procure meal/snack items to “stock” an individual’s dorm room or work center
  • Pay for special functions or catered events
  • Purchase items in the Army & Air Force Exchange Services (AAFES)
  • Provide meals/snacks/beverages to other individuals
  • Obtain meals through Campus Dining if they are not entered in the Aloha Loyalty database
  • Exceed more than three meals per day
  • These eligible items focus on access to food items closure to Airmen’s work centers. ESM members are reminded that their entitlement is for their own personal consumption, not to be used for other than the authorized member presenting their CAC entitlement.
