Private & Unofficial Organizations

Private Organizations (PO) are self-sustaining special interest groups, set up by individuals acting exclusively outside the scope of any official capacity as members of the Air Force or Federal Government, including civilians, contractors, Air Reserve and Air National Guard members. POs are not NAF Instrumentalities (NAFIs) or entitled to the sovereign immunities and privileges given to NAFIs or the Air Force. They operate on Laughlin AFB with the written consent of the 47 MSG/CC.

Unofficial Unit Activities (UA) are small operations within a unit that have $1,000 or less in monthly assets (including cash, receivables, and investments). They must become a PO if current monthly assets exceed a monthly average of $1,000 over a 6-month period. As a general rule, unit unofficial activities’ fundraising efforts are considered “by us for us” fundraising within the meaning of JER Section 3-210.

  • UA organizations who meet the criteria to become a PO but do not wish to do so, must discontinue on-base operations or reduce its current assets.
  • Examples: unit coffee/snack bar funds, and flower funds.

New Private Organizations

New Private Organizations are required to submit the following documents:

Existing Private Organizations must resubmit the above documentation every two years or when there is a change in purpose, function, or membership eligibility.

Existing Private Organizations

To stay in an active status, Private Organizations must submit the following documents on a quarterly basis:

  • Meeting Minutes
  • Balance Sheet / Income and Expense Statement (signed by Treasurer and President)

Quarterly Submissions for Jan-Mar, Apr-Jun, Jul-Sep, and Oct-Dec are due NLT 30 days after each quarter ends (30 Apr, 30 Jul, 30 Oct, and 30 Jan)

All Private Organization’s documentation will be reviewed on an annual basis.

Unofficial Unit Activities

New Unofficial Unit Activities

New Unofficial Unit Activities are required to submit the Unofficial Unit Activity Request Template signed by the Squadron Commander and 47 FSS Commander.

Existing Unofficial Unit Activities

To stay in active status, Unofficial Unit Activities must submit their bank statements showing the ending balance for the quarter and full financial documentation to their unit commander at least annually.
